[Bug] WHILE_NOT_END ignored in the directory window if Tagging [Zeta]

While researching this ZEP request https://www.ztw3.com/forum/forum_entry.php?id=121895

With focus in the directory window.

I found that this simple macro never ends, you have to press Escape to stop the macro
WHILE_NOT_END,t
That macro does stop in the file window.

Whereas this does stop in the Directory window
WHILE_NOT_END,DOWN

So maybe the issue is with how the directory window Tag command changes focus possibly in a way that the *_END directives do not see.

A similar issue happens with this if the focus is on the last directory
STOP_ON_END,t,x
