I have never tried to generate tar archives, so have not come across this problem.
I always thought -k meant do not change the date of the archive itself, but it looks as though this is necessary and should be added to the default settings.

PS I've checked with pacomp and a ZIP archive and -k is indeed necessary to preserve
the times of the added files.
